A parolee found himself back behind bars after a late-night report of screaming from a porta-potty. The call came in just before 2 am. A witness said a man was inside a portable toilet in the 5900 block of Kentland screaming.

When officers arrived on the scene, they detained 33-yer-old Charles Hinson. It turned out there were open warrants on Hinson. Police took him to the Scioto County jail on warrants for theft, probation violation, and parole violation.

Hinson was picked up on parole violation back in March. He was arrested three times in 2021, twice for parole violation and once for driving with a suspended license.

Driver Takes Out Fire Hydrant on 2nd Street

Officers responded to a 2nd Street business just before 2 pm after a woman driving a silver SUV took out a fire hydrant in the 500 block of 2nd.

Police notified Portsmouth City Waterworks of the issue and issued the driver a citation for the incident. Fortunately, according to the police report, she was insured. Officers took the necessary information for an accident report.

At the same time, police received a report of an accident near the Autozone on Gallia. However, that turned out to just be some vehicles that pulled over out of respect for a passing funeral.
