Man Arrested for 20th Time After Terrorizing Neighborhood

PPD arrested a man for the 20th time after he terrorized a neighborhood, an inmate escaped the hospital in his underwear, and an officer was forced to put down a cat after a pit bull attack. We break down the highlights from the Portsmouth Police Chief’s Daily Briefing.

Suspicious Activity

  • Officers responded to a report of a suspicious person in the 1200 block of Robinson just after midnight. They arrested a man for outstanding warrants and possession of drug abuse instruments. Police also recovered a stolen bicycle.
  • Another report of a suspicious person led to the arrest of a man with open warrants at Boundary and Campbell just before 3 am.
  • At 7:37 am, police responded to 9th and Waller for a report of a suspicious person. The man requested mental health assistance. Police found a facility willing to accept him and transported him there.
  • Just before midnight, a caller reported a shirtless man screaming in the Buffalo Wild Wings Parking lot. It turned out to be a guy police deal with on an almost daily. Offices asked him to stay out of the street, and he went over the levy behind Bob and Floyd’s.

Man Arrested for 20th Time After Terrorizing Neighborhood

A 7th Street caller reported a tall, shirtless red-haired man banging on her door. The man claimed it was his home. He left in the direction of Lincoln Street before police arrived at 9:11 am.

Portsmouth Police Reports: Child in Danger

About 15 minutes later, officers responded to 5th Street for a report of a shirtless tattooed man attempting to get into a home.

Police caught up with Brian Jacob Collins a few minutes later on 6th Street. It turned out there was an open parole hold for the guy.

Collins was going house to house in the area, banging on doors in an attempt to get it. Police described his eyes as pinpoint and noted a white reside on his lips.  Police said his story kept changing and he was breathing rapidly.

He has a long record with 19 previous arrests. Officers took him into custody.

Parking Crackdown

Police towed a vehicle with a flat tire parked on Division Street for a 72-hour parking violation at 10 am. A good neighbor tried to intervene but the vehicle was towed away. An officer did ask the tow driver to pump up the tire.

Stolen Identity

A Mabert Road caller informed police of a sad case of identity theft just after noon. She said someone used her mother’s ID to get credit cards and a loan. Her mother suffers from dementia.

Police said it looks as if the fraud has been going on for several months.

Victim Airlifted After Truck Accident

A person working on a truck was injured when the vehicle rolled over them just before 1 pm. SOMC treated the victim and arranged for them to be transported to Grant Hospital by air ambulance as a precaution.

Officers discovered the victim had open warrants but they could not serve them. Police towed the vehicle to be moved to a secure location.

Officer Shoots Cat Mauled In Pit Bull Attack

An officer was forced to shoot an injured cat after a pit bull attack on Williams Street.

Just before 5 pm, a woman reported a black pit bull attacked her cat and attempted to attack her daughter.

The woman refused medical treatment for herself. The cat was in such bad shape, the officer decided to put it down by shooting it.

Police were unable to locate the dog.

Welfare Check

A caller asked police to check on the welfare of a Thomas Avenue resident they hadn’t heard from in several weeks.  Officers took a woman into custody.

Fireworks Complaint

Police responded to a complaint about kids setting off fireworks near Mound Park. An officer confiscated fireworks and lighters from a boy and told him and his friends to clean up the area.

Man Escapes From Hospital In Underwear

A man given a conditional release to be treated at the hospital, escaped by running out of the ER in his underwear.

Police searched from him in vehicles, on foot, and with a drone, even responding to a citizen’s report of a shirtless man in her yard. Officers could not locate him.
